RMTS Training Announcement:
Mandatory LEA Training for FFY 2026
The Texas Health and Human Services Commission (HHSC) has released the mandatory Random Moment Time Study (RMTS) training schedule for Local Education Agencies (LEAs) participating in Medicaid Administrative Claiming (MAC) and School Health and Related Services (SHARS) for Federal Fiscal Year (FFY) 2026.
Why This Matters
Annual RMTS training is required to maintain eligibility for both the MAC and SHARS programs. LEAs that fail to complete the required training will lose access to the RMTS system and become ineligible to submit MAC claims or SHARS cost reports for the entire fiscal year.
What’s New for 2026
- All RMTS training sessions will now be held on Tuesdays.
- February and April trainings are for special circumstances only and require prior HHSC approval to attend.
Training Requirements
Each LEA must ensure that at least two employees are designated and trained annually:
- Primary RMTS Contact
- Secondary RMTS Contact
Note: Third-party vendors, SSAs, or co-ops may not complete this training on a district’s behalf.
Primary Contact:
- Must complete training between May and August 2025
- Deadline: September 15, 2025 (before Q1 participant list closes)
Secondary Contact:
- Must complete training by November 2025
- Deadline: December 15, 2025 (before Q2 participant list closes)
If a district has multiple secondary contacts, the primary contact may assign one person to fulfill the training requirement.
Compliance & System Access
Training compliance is tracked in STAIRS and is required for:
- Continued access to the RMTS online system
- Submission of MAC claims for each quarter
- Completion of the annual SHARS cost report
Districts can check training status any time:
- Go to www.FairbanksLLC.com
- Log in and select the “Manage” tab
- Click “Manage Training Status”
