What Districts Should Do Now
- Assign Contacts The primary district contact should assign an Alternate Cost Report Certifier (previous financial contact from the district) and an ONWARD finance manager as a preparer in the STEPS System:

- Review Guidance A step‑by‑step “How‑To” guide will be shared shortly to walk you through the assignment process in the Texas HHS STEPS Portal.
